Emilija Stojmenova Duh, Ph.D

Emilija Stojmenova Duh, Ph.D. is an associate professor at the Faculty of Electrical Engineering, University of Ljubljana, and former Minister for Digital Transformation of Slovenia. Her work spans academia, innovation, and public service, with a focus on bridging technology, policy, and sustainable development.
She leads the 4P Digital Innovation Hub, promoting digital literacy, public-private-people partnerships, and open innovation to foster entrepreneurship and improve regulatory progress. In 2024, she was named one of the 100 Women in GovTech by GovInsider.
Dr. Stojmenova Duh collaborates with AIEOU, a research hub at the University of Oxford exploring the role of AI in education. She is also a member of UNESCO’s Women in Ethics in AI group and represents the Global Young Academy in the ALLEA Working Group on the European Research Area. She has been a member of the management board of the Slovenian Research Agency.
She has led numerous national and EU-funded projects focused on digital inclusion, innovation, and co-creation. Her work includes developing tools to measure the social, economic and environmental impact of digital services. She is the Chair of the European Interoperability Framework informal expert group.
